The Rent Reform Act 2025 is coming – here’s what you need to know
The Government’s Rent Reform Act 2025 and Renters’ Rights Bill are moving closer to becoming law – with all proposed changes set to come into force at the same time.
No Phased Rollout – landlords will need to be fully prepared when the law starts, expected between October 2025 and January 2026.
Key Changes at a Glance:
Tenancy Structure & Evictions
Abolition of Section 21: The bill will get rid of Section 21 "no-fault" evictions, providing greater security for tenants.
New Tenancy Model: Assured Shorthold Tenancies will be replaced by a single, open-ended, periodic tenancy model for all new and existing tenancies.
Rent & Costs
Rent Increases: Rent increases will be limited to once per year with new notice periods and dispute resolution process.
Rent in Advance: Landlords will no longer be able to request exorbitant rent in advance, making renting more affordable.
Landlord Responsibility & Accountability
Mandatory Property Portal: A national landlord register (a "property portal") will be created to track compliance and improve transparency.
Landlord Ombudsman: A new ombudsman will be established to help resolve disputes between landlords and tenants.
Decent Homes Standard: All rental properties will need to meet the Decent Homes Standard.
Tenant Protections
Discrimination Protections: The bill will outlaw discrimination against families or benefit recipients.
Pet Ownership: Tenants will have a legal right to request to keep a pet, with landlords required to provide a written response and not unreasonably withhold permission.
